Project For Guidance to Resettlement in Land Expropriation And Construction of Monitoring System in China

This is a collaborative project between the Ministry of Land and Resources and the World Bank, and is financed by the System Development Fund of the World Bank. The executive period is from September 2005 to March 2008. The key objectives of this project are to formulate the working guidance to resettlement in land expropriation, which is in keeping with related documents gist of the State Council and reform course of the land expropriation system and adapted to China¡¯s actual situations, based on overall and deep analysis of current policies of land expropriation and resettlement of affected residents as well as management requirements; Secondly to suggest a national systems framework of land expropriation management; and to develop the national operable monitoring and management information system of resettlement in land expropriation, in order to improve the capability of the central government in monitoring and supervision of the resettlement of affected residents for the local government.

The specific contents of this project include: 1.Reseach and establishment of working guidance to resettlement in land expropriation. That is, under the conditions of gradually promoted reform of the land expropriation system, the operating rules and executing procedures will be formulated to improve the policy conformability during land expropriation of the local government. 2. Construction of a monitoring system for resettlement in land expropriation. That is, based on construction of a monitoring and management information system, monitoring and supervision will be enhanced for resettlement in land expropriation at the state level. The responsibility and procedure of monitoring will be established. 3. Management of land expropriation and personnel training. The training will be held for local government officers, management personnel of land and resources as well as operators of land expropriation.

Since implementation of this project, the following works have been completed: 1.According to related stipulations of the World Bank, the project team has been established by way of open recruitment, and also project experts have been employed through intensive and equitable procedures. An action program has been formulated. 2.By means of expert interviews, network inquiries and magazine retrievals, systemic collection has been done for documents and information concerning procedures of land expropriation and monitoring of resettlement in land expropriation, which includes resettlement policies of the World Bank and the Asian Development Bank, together with a number of translation works and monographs about resettlement policy in land expropriation. 3. According to the action program, the field investigation has been carried out for procedures of land expropriation in selected regions. The analysis has been conducted for current procedure and existing problems. 4. Special seminars have been held for procedures of land expropriation based on field investigations.
